The Mission

A leading U.S. university sought to understand how national leadership responded to COVID-19 across Europe. They came to us to access voices that mattered — the people making decisions in real time.

We were tasked with gathering strategic insight into how decisions were made, what values shaped them, and what could be learned for future preparedness.

Each interview was tailored to the individual — balancing professional insight with personal reflection to understand leadership under pressure.
Challenges We Faced & How We Conquered Them
Reaching High-Profile Decision-Makers

Senior leaders are time-poor and hard to pin down.

We used bespoke outreach strategies and total flexibility — including conducting an interview at 6am on Sunday to meet the needs of one respondent

Ethical & Perception Barriers

Incentivising leaders could be seen as inappropriate or unethical.

We adapted — offering charitable donations on their behalf instead of traditional incentives.

Cultural Sensitivity Across Three Countries

UK, France, and Germany each brought unique political, linguistic, and social contexts.

Our local experts ensured cultural relevance and compliance in recruitment, moderation, and reporting.
What We Discovered
At the start of the pandemic, a strong sense of solidarity, trust in institutions, and support for democratic values helped make early response efforts effective.

While there were efforts to promote fairness, one-size-fits-all policies didn’t fully address the unique needs of disadvantaged groups and communities.

Over time, public trust declined due to pandemic fatigue, mixed messages, and misinformation.

Important Key Lessons include the need for clear, flexible communication, crisis systems that can expand quickly, and health strategies that are inclusive and tailored to different communities.
